The financial endowment of this initiative is clearly inadequate – and was always bound to be so. Nevertheless, being aware of these limitations, it demonstrates the due attention that needs to be paid to regions that will suffer from a form of ‘geographical displacement’ within the future European Union and which could be harmed by competition from the EU’s new neighbouring regions.
