"The financial perspectives established in Berlin in 1999 for the years 2000-2006 anticipated the arrival of six new Member States as from 2002. In reality, 10 countries might well join, but not until 2004 so that the economy, over time, should offset the extra burden represented by the additional Member States. We approve of balancing of this kind, which will enable us to remain below the budget ceiling of 1.27% of the Member States’ GDP. We are also able to accept the progressive adaptation of payments made under the agricultural policy to the new Member States, as anticipated by the Böge report, bearing in mind that the idea here is to maintain a consistent policy. We should also like, however, to see this policy reformed and converted into a ‘durable CAP’ (see my explanation of vote on the Olsson report). On the other hand, we condemn the meagre efforts made by the Member States which at present benefit from the structural and cohesion funds and which should better understand the need to move these credits eastwards. There must be a clear intention to abolish the present cohesion fund which, in any case, was designed to give the Eastern countries easier access to the single currency, a task which has now been completed."@en1
