lpv:translated text	". Enlargement is not progressing as successfully as its staunchest supporters in the East and West had hoped. Four Member States, namely Germany, the United Kingdom, the Netherlands and Sweden, want the agricultural funds and regional funds to be reorganised first. Germany and Austria are making demands on behalf of the German speakers who were driven away from the Czech Republic and Poland, and are taking measures against the influx of migrants from the east. Poland, the Czech Republic and Bulgaria want to use EU money to build motorways right across areas of outstanding natural beauty. Rumour has it that an election victory for the former Prime Minister, Mr Meciar, in Slovakia will exclude that country from the first wave of accession countries. Dangerous nuclear plants in Lithuania, Slovakia and Bulgaria will only close if this is paid for by the EU. The East remains poor because it exports cheap agricultural products and mining products, and has to import expensive technology. In the existing EU area, political parties that are not so keen on solidarity with economically weaker states and that associate the enlargement to include new Member States mainly with higher costs and the influx of migrants, receive the support of a large proportion of the electorate. A large accession wave in 2004 is therefore becoming increasingly less likely. On account of a few positive points, I would nevertheless have been able to vote for this report, but the added plea for enlargement of NATO made it ultimately unacceptable to me."@en1
