"Madam President, I shall deal with two main points in this question of enlargement. Firstly, I should like put on the record of this House that the Treaty of Nice needs to be adopted by all existing Member States of the European Union to facilitate the enlargement of the European Union by ten countries, which we hope to see in the not too distant future. I would hate anyone to misunderstand or misinterpret the decision of the Irish electorate not to approve the Treaty of Nice, because the Irish population in general, even those who oppose the adoption of the Treaty of Nice, is in favour of enlargement. This House, as an institution, and the Irish people, need to guarantee that we can deliver on ratification of the Treaty of Nice in the short term. The Irish Government will therefore be proposing a declaration in Seville on traditional Irish military neutrality, which I hope will be approved by other Member States. My last point is that, in our negotiations with the accession countries, we should not stand in the way of their progress towards the adoption of the acquis communautaire. We should not set up unfair barriers to their accession. When these countries join the European Union they will bring a new impetus, a new ideology, and a new belief in the vision the founding fathers of the European Union had of a Europe of peace, prosperity, progress and respect for Europe's diversity."@en1
