". – The Commission and the Member States on the ground have closely monitored the recent trials in Equatorial Guinea and are deeply concerned at the procedural irregularities they observed. The EU has called on the relevant Guinean authorities to take the necessary measures to have the sentences reviewed to ensure that the fundamental rights of the accused are respected. As regards cooperation, following a period of suspension from 1992 to 1997 the Commission signed the national indicative programme for the eighth EDF in July 2000. The only project approved to date is aimed at supporting democracy, human rights and good governance. However, it has not yet begun. The eighth EDF programme specifically provides that the release of other funds devoted to water and sanitation will be conditional upon a positive evaluation of the human rights situation in the country. The Commission can therefore take measures without resorting to Article 9 of the Cotonou Agreement."@en1
