There may, however, be another reason: if we consider that the investigation was very thorough, it would appear that the magistrate dealing with the case has realised that he has very little or no evidence with which to proceed. What we have here, then, are delaying tactics, a delaying strategy, in which the Spanish judiciary is continuing to pad out
an indefinite investigation with the intention of keeping the matter open and never resolving it."@en1
