". – Mr President, I can say to Mr Gahler that a troika is one thing, but we, in the Commission are in an ongoing, quite intimate dialogue with governments in the whole region, with or without troikas. We talk on the phone, we also meet informally, and I see this troika mission, because of its timing and visibility, as a way of clarifying the seriousness of the moment.
