"Question No 4 by Mihail Papayannakis (): Every time there is a mass influx of immigrants across the EU borders, we see a revival of the public debate on the need for joint action by the fifteen Member States. Despite the fact that the need for a common European asylum and immigration policy is generally recognised, the issue is addressed in a fragmentary manner with long delays. Given the inadequate means available for tackling this problem (the European Refugee Fund with a very small budget for 2001-2004 and the proposal for a Council directive laying down the minimum standards on the reception of applicants for asylum in the Member States (COM(2001)0181 /final) and the proposals for establishing a common border police force, when does the Council consider that the package of measures on arrangements concerning the influx of refugees, the provision of aid on the ground and the integration of refugees will be adopted in binding form?"@en1
