". The rapporteur’s analysis of the White Paper is to be welcomed, although it makes some controversial and unnecessary proposals. Nevertheless, the report highlights various important aspects of the process, specifically where it states that the White Paper does not meet the expectations created by the consultations that were held in terms of either quality or quantity since, despite the organisations participating in the consultation process complaining about the proposals that were not included and even those that were considered and which can be found in Annex 1, these were not included in the White Paper. Examples of these are issues relating to education and employment. Furthermore, the White Paper twists the opinions of young people to say the opposite of what was meant. An example of this is the use of the expression ‘the capacity for adaptation’ of young people to a complexeconomic and social context that is referred to as an ‘advantage’ when young people are unhappy with the problems they are forced to confront. Expectations for this process were also disappointed because the White Paper presents a very limited range of proposals, including those on participation, on information and on financing, and the Youth programme must not be used in any way to cover the costs of the actions proposed in the White Paper."@en1
