". It is fortunate that the message sent out by the Barcelona European Council regarding the increase in official development aid gained widespread support in Monterrey. This message is acknowledgement of the fact that ODA is today one of the few regulatory mechanisms for the financing of public investment, which is necessary so that people can have access to basic services. However, in addition to questions such as amounts and overall percentages, the European Union must continue to give special treatment to this geographical area, in which we have specific responsibilities for reasons of history. By making our action more focused, we can only improve its effectiveness. The EU must not allow the specific nature of its cooperation with the ACP countries to be weakened in the name of a uniform globalisation, in which some would like to see its action to be lost. It is also evident that the local authorities and associations are developing many privileged contacts with these countries. We must, in particular, jointly combat the destructive effects of emigration, which is draining these countries of their human skills. We must also restore state control and combat bureaucracy and corruption. In the area of development, the national element remains wholly relevant and is essential if we wish to establish public policies on sustainable development and the general interest."@en1
