I am disappointed that Parliament only just missed refusing to grant discharge to the Economic and Social Committee for the years 1996 and 1997 by 14 votes – 239 in favour of granting discharge, 225 against with 15 abstentions. The closeness of the vote should serve as a warning to the ESC and other institutions that fraud will not be tolerated. The fact it took six years to investigate and establish the facts in relation to the ESC travel expenses case is also unacceptable.
Ultimately, I decided I had to vote for the report as a whole, despite the narrow defeat on 1996 and 1997 discharge, because the content of the report is unaffected by Parliament granting discharge to the ESC. The report remains critical of the value for money provided by the ESC, and it highlights the need for radical reform. This is backed up by a report to the Convention on the Future of Europe from the Social Platform's 'Green 8' on 18 April 2002. Point 10 of the report reads as follows: "Give ECOSOC no additional role as representative of civil society. The Economic and Social Committee does not represent civil society and we oppose attributing such a role to it."@en1
