lpv:translated text	"Madam President, ladies and gentlemen, the report that I presented to the Committee on Citizens’ Freedoms and Rights, Justice and Home Affairs and which it unanimously adopted, begins by calling on the Court of Auditors to make specific mention of Title B5-8 on the area of freedom, security and justice in its annual report and to devote to this area a minimum of attention, which it has so far failed to do. As far as the implementation of the 2000 Budget is concerned, we note that although the implementation rate is incredibly low – 50% for commitment appropriations and 70% for payment appropriations – this cannot be attributed to poor management or a lack of will on the part of the Commission. It is essentially due to the fact that the Council of Ministers adopted the legal bases too late, which means that a number of items given budgetary appropriations had to be postponed. We noted with satisfaction that, during 2000, the Justice and Home Affairs Directorate-General increased the number of audits completed on its services. Sixty-four were performed in 2000 compared to 44 in 1999. We also noted that the amounts recoverable or reduced payments as a result of the audits has increased more than 10% of the total value of contracts. Which means that we believe that the Commission should step up its efforts, if necessary using contractual penalties to combat the improper use of subsidies or the overstatement of actual costs. Lastly, we noted with satisfaction that the Court of Auditors stated in the report that the management of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) and the European Monitoring Centre on Racism and Xenophobia has improved. There are, however, some anomalies, particularly as regards, for example, the appropriations granted for staff recruitment. The average cost of recruiting a member of staff at the Lisbon monitoring centre is EUR 2 780 compared with EUR 6 610 for the Vienna monitoring centre. Having said this and all things considered, the Committee on Citizens’ Freedoms and Rights has no objection to granting discharge in the sector for which it is responsible."@en1
