lpv:translated text	"Mr President, it is remarkable that on the eve of a European Summit involving Heads of State and Government, so much should be said about what needs to be decided during the Summit. The intention this time was that the Summit must be one that breathes new life into old objectives. One of these old objectives I should like to mention is the integration of the environment into socio-economic policy. The final declaration of the Barcelona Summit once again underlines the importance of keeping the balance between economic and social policy. This is to be welcomed, but something is missing: there is little trace of the integration of the environment in the conclusions. There are plenty of specific economic objectives, but too little attention has been devoted to the implications of economic growth on the environment. However, it is gratifying to see that energy taxation is being worked on. The taxation of energy can contribute towards energy being used in a responsible manner and towards a reduction in the emission of greenhouse gases. The use of economic instruments as a means of achieving more efficient energy use receives my unqualified support. However, with regard to this decision to introduce energy taxation, I should like to ask Commissioner Loyola de Palacio what, in her opinion, the effect will be of energy taxation on the trade in the way of greenhouse emission rights? On a final note, although progress was made at the Summit, it did not deal with any key political issues, although this should have been the case. Heads of State and Government are expected to map out the future of Europe. Dealing with the nuts and bolts, however important this may be, does not belong in a Summit. In short, there are too many summits and too few keynotes."@en1
