The Commission recommends that a 'blue letter' with a preliminary warning should be addressed to the governments of Germany and Portugal for not meeting the criteria of the EMU stability pact in that they have excessive national budget deficits. Evidently, the Commission's comment is a very sensitive issue in Germany, the largest Member State, whose Chancellor, Gerhard Schröder, is quoted by the Frankfurter Allgemeine (4 February 2002) as saying 'I do not understand the Commission'.
What would be the implications for confidence in the stability pact, the value of the euro and its role as a European and global currency if the Council were to go against the Commission's recommendation?"@en1
