Mr President, the possibility of sending a delegation is a matter which would always have to be agreed with Russia, which is a sovereign country. The Union has no right to interfere in the internal affairs of a sovereign country such as the Russian Federation. If we were to reach an agreement with the Russians on the sending of a delegation, we would be very willing to cooperate there, but for the moment that is exclusively a task for multilateral bodies such as the Council of Europe and the OSCE."@en1
