"Question No 1 by Bart Staes (): It is now over a year since the European Parliament last debated the situation in Chechnya. On that occasion it spoke of the issue of 'grave and large-scale violations of international humanitarian law in Chechnya'. In mid-January 2002, the Council of Europe adopted a resolution making it clear that the situation has not improved over the past year. What diplomatic steps does the Council intend to take vis-à-vis the Russian Federation in order to help bring about an immediate ceasefire and the withdrawal of all (!) military forces from Chechnya? Is the Council insisting that diplomatic negotiations be entered into with the lawfully elected President Maskhadov under the aegis of the OSCE? Is the Council urging that the presence of journalists and international humanitarian organisations be authorised in Chechnya, with guarantees of their safety and independence? And is it pressing for action to be brought against those that have committed crimes against humanity during the conflict in Chechnya?"@en1
