"I hope Commissioner Fischler understands that Members of the Committee on the Environment, Public Health and Consumer Policy fully endorse what the Commissioner has just said about the need for extra resources to ensure that environmental legislation is properly enforced. But it is not just Ireland that is causing difficulties. In October last year a reasoned opinion against the construction of the Odelouca dam in Portugal was issued and yet I understand that construction on the dam started in January this year. What steps has the Commission taken to try to persuade the Portuguese authorities to stop construction of this dam?"@en1
