"The Council shares the Parliament's concern to ensure the rapid implementation of the .eu top level domain. Bearing in mind the Presidency's conclusions from the European Council in Stockholm in which the Council undertook to take the necessary measures, together with the Commission to ensure the .eu top level domain is available to users, as soon as possible. The Member States confirm that they shall do their utmost to ensure that the relevant measures needed to implement the regulation are adopted expeditiously. The Member States recognise that in order for the Registry that is entrusted with the organisation, administration and management of the .eu top level domain to become fully operational as soon as possible after the entry into force of the Regulation, all efforts should be made to avoid undue delays, both in the selection of the Registry and in the adoption of the public policies required.""@en1
