"Mr President, Commissioner, ladies and gentlemen, the cane-sugar rum sector provides almost 40 000 jobs in three of the four French overseas departments. By allowing producers in these departments to supply only the French market with a limited quantity of ‘traditional’ rum for a seven-year period, we are giving these businesses the means to fight against stiff competition from some third countries and, in doing so, we are protecting the future of thousands of jobs. However, I personally deplore the fact that, despite the request made by France, the Commission has not stated that it is in favour of a longer derogation period, which would have been a more appropriate way to reflect the economic logic of this matter as well as the letter and the spirit of the notorious Article 299(2) of the Treaty. Despite the fact that some progress has been made, the implementation of this article for now only partially meets the expectations that it raised. We must, however, take ambitious measures and do so quickly. The people are asking us to do this, and it is our political responsibility to respond."@en1
