"I would ask Members not to enter into debates on situations relating to their respective countries, but rather to put questions to the Council.
On the other hand, all opinions have the right to be expressed in this House as long as they end with a question, as has been the case with Mr Vidal-Quadras and other Members. All I ask is that the Rules of Procedure be respected; otherwise, the danger is that, during the Presidency of a particular country, questions will focus on problems and debates specific to that country."@en1
