"Mr President, we need to strengthen control at the European Union’s external borders if we want to combat the menace of terrorism effectively. I would point out that there is an undertaking made by the Ministers, which commits the Strategic Committee on Immigration to implementing measures such as the joint training of border control officials through the creation of a European Institute for Crime Prevention and Control. In this connection, we have firmly condemned the activities of a country which is hoping to accede to the Union, Turkey. People continue to arrive in Italy illegally by boat and Turkey must assume its responsibilities: the international authority has drawn up a list of what are known as rogue States’, but I would like to stress the responsibility of the ‘Mafia States’ too, which are making no effort at all to curb this appalling trafficking of people dragged into situations where there is no hope and which have no end. With regard to the arrest warrant, I must point out that the Italian Government has endeavoured to ensure that this framework decision cannot be enforced until the Constitution has been amended. Indeed, we need to consider two different requirements simultaneously: the security of the European citizens in the face of severe terrorist threats and the safeguarding of Constitutional freedoms and guarantees – fundamental, inviolable rights – whose sanctity must be defended in the face of all rules, including those of international law."@en1
