"Question No 47 by Armonia Bordes (): Under the provisions of Regulation (EEC) 1408/71, employees who are nationals of EU Member States may acquire unemployment benefit entitlements in any Member State. Immigrant workers, from non-Community countries, who wish to receive unemployment benefits in an EU Member State other than their country of residence are not entitled to do so under the terms of the Regulation, which does not allow them to transfer their entitlements. How can you justify the fact that employees from non-EEC countries are not entitled to unemployment benefits if they change their country of residence despite having paid contributions like other employees? Why are they not allowed to make use of forms E301 and E303 to transfer unemployment entitlements?"@en1
