"Mr President, I have a short question for the Commissioner. I was the rapporteur seven and a half years ago when we first discussed this project. I am pleased to see that the Commission has moved so far, but I still have a question. Maybe I am too cynical and too liberal, but why do we need to have rules? Why cannot we just use the Treaty as it is? Why do we need to have special rules for car dealers and for car sales? So far as I am concerned we could use the normal competition rules."@en1
