lpv:translated text	"Mr President, Commissioner, it is certainly odd that, in 2002, we have specially to state that those who reside long-term in our Member States without being EU citizens are to be treated on something like the same terms as those of us who have happened to become EU citizens through birth. I find it strange that this has to be stated as something out of the ordinary. It stands to reason that it should be completely obvious. I believe that our fellow MEP, Baroness Ludford has carried out a very good piece of work. It is a balanced approach. When she points out that, by means of more common rules, we shall also prevent racism and xenophobia, I believe that she is touching upon something very important. We do not want citizens to be divided into an A team and a B team. This is a momentous issue for Europe. A Europe which, as we always say, is based upon humanistic values concerning the equal worth of human beings must stand up for those values. In that respect, I believe this to be a major and important step forward in Europe."@en1
