However, there is hardly any other Parliament which would have voted that number of amendments to a report. Few Members in this House can have been expected to know what they were voting on. They are at the mercy of their colleagues and the whips. The procedure does little to enhance democracy and it is an unedifying and indeed incomprehensible spectacle for citizens who are following our work. I urge you, in your term in office, to ensure a thorough reform of the decision-making procedures of this Assembly."@en1
