I believe that we cannot paralyse debates, but that we should go ahead. The Commission will be represented here by the top officials responsible but not by the Commissioner, who will not be able to participate. On the other hand, the Council, which is not present either, has not apologised for its absence. I believe that we must move ahead with our agenda.
