"I should like to inform the House that because we are running behind schedule I expect to be in a position to call on the President-in-Office of the Council to respond to the debate at around 12.45 p.m. or 12.50 p.m. This means that in all probability the vote will not be taken until 1 p.m. This information will be placed on the screens in Parliament so that colleagues who wish to attend the vote can do so.
