"Mr President, I am concerned that the European Constitution is going to be drafted by just 60 people, who it is to be hoped will be worthy of the task but are still a small number to represent hundreds of millions of citizens. A constituent assembly would have been more appropriate. In this regard, it is significant that the vice-president is to be Giuliano Amato, who is a member of the Italian and European left but, most importantly, an advocate of that oligarchic desire to have the institutions run just by a few aristocrats, by a small, unelected elite. We hope that, at least, once the Constitution has been drafted, it will be possible for both national parliaments and this House to amend it, where necessary, unlike the situation with the Charter of Fundamental Rights."@en1
