A constituent assembly would have been more appropriate. In this regard, it is significant that the vice-president is to be Giuliano Amato, who is a member of the Italian and European left but, most importantly, an advocate of that oligarchic desire to have the institutions run just by a few aristocrats, by a small, unelected elite.
