Real political, yet peaceful, change is required, and that end requires the consent not only of the rebels, but also of hard-liners in the regime. On behalf our group we should like to ask the Commission to address itself to its paper on conflict prevention together with the Lagendijk report that we have approved only today. We must be able to bring about peace negotiations and to that end exert pressure on all parties at home and abroad."@en1
