I maintain that allegation in that both the Council and Commission have introduced a new mandatory and blanket exception on the basis of opinions or individual opinions. This is not contained in the regulation. I direct honourable Members to Article 4(3) – public interest disclosure. It has to be proven that such disclosure would undermine the institution's ability to function."@en1
