Mr RĂ¼big, I am very much in favour of the suggestion to organise, structure and make more permanent the consultation between the governments and the WTO, to set up an organisation and parliamentary structure which could be derived from the Inter-Parliamentary Union. You know, as I do, that we have worked on this area, and this House was a primary contributor. We have not managed to set up anything with any shape or form for the time being, for reasons that mainly relate, on the one hand, to the great reluctance of a number of developing countries, and on the other hand, to the fact that the members of the American Congress have not, as yet, shown any particular enthusiasm for the idea. These two barriers are still standing in our way, but I believe that we must not give up, and, in any case, if Parliament continues to move in the direction it has chosen, namely to attempt to set up this inter-parliamentary structure, you will have the support of the Commission in striving to overcome the obstacles that I have just mentioned, which are still standing in the way but which, in my view, must not deter us."@en1
