". Mr President, ladies and gentlemen, the Commission firstly wishes to thank Parliament, and in particular Mrs Haug, for your understanding and the common approval of the Council. As Mr Garriga has stressed, the Regulation is going to allow the Member States to use the best and most recent data from national accounts for the calculation of VAT-based own resources. As Mr Garriga also pointed out, the Regulation in no way affects budgetary revenue or the balance between Member States in the field of own resources. The debate at first reading allowed us to better understand and restate the need to improve information to Parliament relating to budgetary revenue. As a result of this debate, I would like to confirm on behalf of the Commission that, at the beginning of every year, we will present Parliament with a working document on the state of the collection of own resources, the forecasts for those resources for the following budgetary year and any other specific problem relating to the own resource system. I therefore confirm what has been said by the rapporteur, Mrs Haug, and also Mr Garriga, in this respect. I believe that in this way we are going to establish fruitful cooperation between the Commission and Parliament, and I would like to congratulate Mrs Haug on this initiative and on the work she has done with a view to the adoption of this Regulation, which is highly technical, but no less important for that."@en1
