"Mr President, one word of explanation. This report now has a series of agreed amendments which we believe will be carried. There is one unusual procedure – the House has voted already on the criteria for the site of the European Food Safety Authority. The Council was not prepared to admit that as a part of the report. We, however, believe that it was necessary to state what the criteria should be and to insist upon that. The best way we can do that without going to conciliation is to vote it as a legislative resolution, binding therefore only on Parliament. We hope that the President of Parliament will convey that information and our view on the matter to the Laeken Summit in two days' time."@en1
