"The Commission and Parliament are right about one thing, the EU lacks democratic legitimacy. Furthermore, no layman, nor many MEPs, really understand how the whole thing works. The White Paper and this report are all part of a hard sell, the idea being to sell the EU concept to our citizens more aggressively so that the people will learn to love it. Beneath all of this is the interinstitutional battle and both Mr Prodi and Parliament are desperate to preserve the Community method, fearing there is too much intergovernmentalism about. Whoever wins this battle between the institutions will make no difference to ordinary people. It is time to put the true intentions of the EU project to the electorate in each Member State. Only then will we know whether they want to be a part of it and whether the project can ever work. But perhaps after Ireland, Denmark and Switzerland, that may be taking democracy a stage too far for all of you."@en1
