"Mr President, as someone who has consistently called in this House for an early report from the presidency on the progress of our own staff reforms, can I be the first to welcome the fact that we received a letter from the President yesterday on this subject. It was an undated letter but I assume it was issued yesterday. However, I should like to register again my concern that we still need more information. Mrs Fontaine says in her letter: "I believe the time has come to provide all Members with the fullest possible details". I am afraid this is not the "fullest possible details", since half of it is a letter to Mr Prodi. I should like you to ask the Bureau and the presidency to give us in this House, as soon as possible, a comparison of the proposed personnel reforms in this parliamentary institution with the reforms proposed in the Commission. And bearing in mind that on 28 October the Commission adopted their new personnel strategy, can we please have an early debate in this House with Mr Kinnock about his reforms and with the presidency about their reforms, so that Members can be properly informed. We must have a chance to debate this and to understand why the presidency of this House is proposing in one instance radically different changes to those proposed for the Commission. I, along with many other colleagues, am concerned about that different approach."@en1
