"Mr President, you know – as, I believe, everybody does – that in the early years of my working life I was a seaman. I am therefore particularly concerned about safety and the safeguarding of human life at sea, and not only at sea but also when freight is being unloaded from ships in port. This document is attempting to do something to improve safety for the lives of the seamen who work in ports. Ports are very important for Italy – especially the port of Genoa, where I was born, and the port of Livorno, where I was a short time ago. All ports are important, like the port of Marseille and those on the other coasts of Europe, which is the union of countries that has the largest number of seafaring people. We must continue to do everything possible to safeguard human lives at sea, as we are doing in this document."@en1
