My group interprets the wording used in the first amendment to mean that there is now no proper procedure at all. At the same time, the amendment totally ignores the fact that the decision is now in the hands of the Council. Parliament has proposed the procedure intended by this amendment and is prepared to adopt it, but the Council has not been able to give the necessary approval. On the basis of the above, my group feels that the amendment puts Parliament in a bad light, unduly and unfairly."@en1
