Effective public participation in the drawing-up of plans and programmes for the environment is of the greatest importance and, therefore, all means of disseminating information to the public are essential, particularly the Internet. There are other areas directly linked to the environment, in which the public must also participate, such as the Structural Funds, the Cohesion Fund and the common agricultural policy. The Commission must, therefore, review its decision to consider general policy options to be non-binding and ensure that its proposals meet the requirements laid down in the Aarhus Convention on effective public participation. It has become necessary to broaden the definition of ‘public’ as much as possible. Inequality in access to adequate means of assessment for small and local voluntary groups compared with the resources of large corporations or public authorities is an important issue and must be taken into consideration."@en1
