Our vote expresses the conviction that it is worthwhile having a European project that functions properly and is independent of military and defence activities, including that of third countries, which is not the case at present, given Europe’s dependence in this context on the United States of America.
It is crucial, however, that the implementation of the project respects citizens’ rights, freedoms and guarantees, namely their privacy. Its creation may be an advantage for the mobile telecommunications services, which can use it for localisation applications requested by users if the financial cost does not render such use prohibitive. It is also necessary to take the cost of financing it into account, especially the share that may be demanded of countries that do not participate directly in its creation, in order not to hinder its implementation in the various Member States."@en1
