lpv:spoken text	"Mr President, EU leaders met in Ghent on 21 September to evaluate how the Union should react to the horrific terrorist attacks in America. I welcome the solidarity which all EU leaders showed with the American government and the American people in their time of mourning and grief. I also very much welcome the concrete plan of action that EU leaders are now going to implement in an effort to tackle international terrorism head-on. But let me be clear about one point. As a result of the terrorist attacks on 11 September it is now clear to us all that people are willing to engage in well-organised suicide missions to further their own political goals. That means, in the simplest terms, that we are going to have to implement wide-ranging measures if we are going to be in a position to defeat the scourge of international terrorism. In line with the conclusions of the Tampere Summit, EU leaders are committed to introducing a European arrest warrant, designed to supplant the current system of extradition in Europe. Easing extradition, while protecting civil rights, is an important weapon in the fight against terrorism, and in particular within the Union, where free movement of persons exists. The United Nations Convention for the Suppression of the Financing of Terrorism is also going to be ratified in all Member States of the European Union. Our finance ministers are going to bring forward proposals outlining a timetable for the implementation of the draft directive on the prevention of the use of the financial system for the purpose of money laundering. The financial task force run by the OECD will be broadened to cover the issue of combating money laundering. There is agreement to implement the framework directive permitting the freezing of criminal assets within the Union. There has also been agreement on paying closer attention to the draft directive on insider dealing so as to guarantee that all activities linked to terrorism come under the auspices of the directive. Intelligence agencies within the Member States of the Union, together with Europol, must work together more closely in terms of exchanging intelligence information if the terror networks operating in Europe are to be broken. Finally, fanatical terrorism is difficult to defeat, but we must be prepared to be determined and vigorous in the counter-terrorism measures that we introduce. We must all work together. A united front, spearheaded by the Union and the United States, will be the only means of enabling us to defeat these cold-blooded and ruthless murderers."@en1
