"The President, acting President-in-Office of the Council, and the Commissioner will have to excuse me, for one minute of speaking time leaves one very little time to say much at all. But great efforts do not necessarily lead to great results. A lack of effort, however, can lead to disaster. That is why I should like to congratulate the President-in-Office of the Council for his efforts in Durban. Sometimes, it seems as if our Commissioners are looking at a different Conference from the one Mr Bolkestein is talking about, when he states that such a conference promotes a sense of victimisation in people who already have the feeling of being victims. That is regrettable, of course. Mrs Diamantopoulou, you state that there was actually a hostile atmosphere at that Conference. It is all the more important then that we are very aware of the fact that we always carry a level of latent racism and latent hostility around with us, and that we are very careful that people keep track of their sense of identity – and I know what I am talking about, for that is a very important theme in our groups. From the moment that identity leads to a sense of more worth than, and underestimation, of others, and that that sense is instilled in an entire group and transferred across to other groups, ethnic and racist tension ensues, which can lead to major conflicts. It is unfortunate, but we cannot say that that is not true for Europe. This is borne out by the success of racist parties in some of our countries, the conflicts in the Balkans, or the tension in the candidate countries. We must employ a great deal of patience and determination to make a difference. Durban may be a start. It was certainly not the end, for the bulk of the work will need to be done in our own communities."@en1
