"Mr President, Commissioner, there is no doubt that after the tragic events of 11 September, asylum and immigration policy will be undergoing drastic changes. In the light of this, it may have been more appropriate to postpone the discussion of these reports because they do not take into consideration recent international developments.
Particular attention should be devoted to the formulation of Paragraph 15 in the Pirker report. The present document emphasises that the Member States are obliged to respect the rights and duties of third-country nationals. In my opinion, this is a bridge too far. Two-way integration is not feasible as long as there is no reciprocity and mutual recognition. In other words, only if reciprocity and mutual recognition are secured in third countries can two-way integration take place."@en1
