"Mr President, first of all I would like to emphasise the deep sympathy we feel for the victims of last week's attack. Right now, before any military action takes place, we are already witnessing a massive humanitarian tragedy affecting many thousands of innocent people in Afghanistan. The United States has announced that it will lift restrictions on intelligence agencies and give them a free hand to recruit criminals. I quote Vice President Cheney: "To be able to penetrate these terrorist organisations, you need to have on the payroll some very unsavoury characters." When President Bush declared war – and in fact this is a case of the rich versus the poor, which is the underlying struggle here – he said the war must be won with the tools of action. The tools used should be the tools of justice, that is, not by suspending the rule of law or suppressing liberties, but on the contrary, by maintaining them. Mr President, Madam Minister, Commissioner Vitorino, honourable Members of this House, if we fight the wrong war, we will lose."@en1
