I would remind the honourable Member that at its meeting in Santa Maria da Feira on 19 and 20 June, the European Council emphasised that small businesses were unmistakably the backbone of the European economy. They are an important source of employment and a breeding ground for new business concepts. To support the recommendations it had made, the Council highlighted a number of points, including the idea that a well-considered initiative involves a risk, or a measure of failure, which must be seen mainly as an opportunity to learn. In general the Council has taken a positive position with regard to the simplification of the regulatory framework for industry. The seminar to which the honourable Member refers was organised jointly by the Minister for Economic Affairs and the European Commission on 10 and 11 May 2001. The Council has not taken any position on the results of the seminar and I would therefore request the honourable Member to turn directly to the organisers for information."@en1
