"I thank the Commissioner for his response. However, I was looking for something more specific, if possible, under three headings. Firstly, what consultation before the money is made available has been organised with research foundations, for instance universities, private research foundations and so on? Secondly, will outside technical assistance be used in the operation of the programme? If there will be outside technical assistance, who will be operating it? Thirdly, on the evaluation by the Commission and the EIB: is the evaluation purely based on economic return from the work or is it to ensure that there is ground- breaking scientific work which may not have an immediate economic return but could potentially in five or ten years time? Those three areas are of vital importance to people who are involved in cutting-edge technology that we do not know about today but will be using in ten or fifteen years' time."@en1
