"Mr President, I am pleased to participate in this important debate on the enlargement of the European Union and in particular to acknowledge progress on Malta's application for membership. This House was pleased when in September 1998 the government of Malta informed the Presidency of its intention to reactivate Malta's application and since then, with the structures put in place by the government, Malta has demonstrated its sincerity and determination to become part of an integrated and enlarged Europe. Coming as I do from a small island state similar to Malta, I can testify to the EU's commitment to the development of small and underdeveloped peripheral regions. In my view, despite the many criticisms, the vision of Europe's founding fathers continues to be realised. I look forward to the participation of Malta and other applicant countries in the Europe of the new millennium. It is worth noting that by June 2001 Malta had closed negotiations on over 17 different chapters, including important issues ranging from education and training to telecommunications, fisheries and consumer protection."@en1
