"Mr President, we have just adopted the report by my colleague, Patricia McKenna, and I must certainly recognise that it has turned out to be a good document, covering in detail all the circumstances and problems affecting our coastal areas, both on the geographical, climatic, environmental and biodiversity side and as regards their economic, social, cultural, and leisure and recreational aspects. I just wish there were a clearer and more committed reference to tourist developments and especially the numerous illegal buildings that have been put up in a speculative manner along many parts of the coast in Spain – and other countries too. They are clearly an assault on proper town planning and a threat to the environmental balance. I believe the governments involved should act firmly and put a stop to the consequences of their lack of control over these illegal building projects.
Lastly, I must express my dissatisfaction that my proposal was not accepted to give this document, which we have just adopted as a simple recommendation, the rank of a Community directive, which would make it mandatory for the Member States to comply with it and make it part of their own national law."@en1
