"Mr President, the topicality and the importance of the matter we are now debating; uprooted populations in the developing countries of Latin America and Asia, are clear. I wish to express my total support for the concerns of the rapporteur in general and, in particular, for rapidly reaching agreement with the Council, in order to objectively follow up specific support measures.
Nevertheless, I should like to state my disappointment at the Council’s insistence on introducing a time limit and a tight one at that, for this regulation. The problem of refugees and uprooted populations is a structural and global problem, which will not be resolved by means of one-off and short-term measures. By being so unwilling to compromise on this issue, the Council is preventing us from developing a strategic approach, which, incidentally, was present in the Commission’s initial proposal. We can only censure the Council for this attitude."@en1
