"The European Council in Helsinki, having decided to grant Turkey the status of a candidate for accession, asked the Commission to submit a single framework for European Union financial aid to that country for the pre-accession period. The Commission submitted its proposal to the Council on 27 April this year. The main objective of this proposal for a financial framework is to guarantee that financial aid will be granted in accordance with priorities defined by the accession partnership and to bring the existing financial instruments together to form a single instrument, in order to optimise its effectiveness. The European Council in Gothenburg, which made it quite clear that the accession partnership is the kingpin of the pre-accession strategy, invited the Council to adopt this single financial framework between now and the end of 2001. The Council has begun the procedure of consulting the European Parliament, and is encouraging Parliament to give its opinion as soon as possible."@en1
