"I believe that the issue of subsidiarity and its meaning in practice is central to the whole debate on the future of Europe – not only in terms of the rights of nations and regions within the Member States, but also in terms of citizenship. I represent Wales which has a new national assembly, just two years old. It is a developing body that wants to play a full part in and have strong links with the European Union and help build the Europe of the future. Would the Minister agree that involving this kind of regional level of government is crucial in terms of developing citizenship and bringing Europe closer to the people – a problem that we are all familiar with in all our constituencies. If this is something that needs to be done on a European level in order to bring Europe closer to people, how will this be reflected in the work of the Council?"@en1
